The proposed budget continues strategic investments in education, workforce development, and infrastructure while strongly emphasizing strengthening Illinois' health care system. Key health care initiatives include expanded Medicaid coverage, increased funding for mental health and substance abuse treatment, and support for community health centers. Additionally, investments will be made to improve health care access in underserved areas, modernize hospital infrastructure, and expand telehealth services. The proposed Illinois FY2026 budget is $129.4 billion across all funds, with key allocations: 35 percent for health care, 16.3 percent for human services, 14.5 percent for education, and 12 percent for government services. The general funds budget is $53.9 billion, with significant emphasis on education (25.6 percent), human services (22.2 percent), and pensions (19.7 percent). Although economic uncertainties remain, revenue forecasts are revised, with an expected $421 million increase from FY25.
